NBC News examined publicly available online shipping records for ES&S for the past five years and found that many parts, including electronics and tablets, were made in China and the Philippines, raising concerns about technology theft or sabotage.
Chinese manufacturers can be forced to cooperate with requests from Chinese intelligence officials to share any information about the technology and therefore pose a risk for U.S. companies, NBC News analyst Frank Figliuzzi, a former assistant director of the FBI for counterintelligence, said. That could include intellectual property, such as source code, materials or blueprints. There is also the concern of machines shipped with undetected vulnerabilities or backdoors that could allow tampering.
…“Some components (such as surface mount capacitors, resistors, inductors and fixed logic devices) may be sourced from China-based manufacturers,” the letter said, referring to basic circuitry components.
Questions about who owns the major voting machine manufacturers have followed the industry for years.

Adjudication should only serve to resolve issues of voters marking ballots incorrectly, such as filling the bubbles in a way that doesn’t clearly show who he or she voted for. Thirty-seven Trump votes in the equal sample run had been switched from Trump to Biden. So in actual algorithmic terms this means that a vote for Trump was counted as 87% of a vote and a vote for Biden was counted at 113% of a vote.
Now, you think that they’re just counting the number of votes and it’s straight up okay, there’s a Biden vote, there’s a Trump vote – no, no, no. They use all these complicated algorithms to try to speed up the tabulation. They spit this stuff through the tabulator and they wait for the tabulator to spit the results back.
So if you’ve got an algorithm that counts every Trump vote as only 87% of the votes and every Biden vote as 113% of a vote, then that’s how you end up with Biden ending up with 26% more votes than Trump with an equal number have been fed into the machine.

Melissa Carone, a freelance IT worker who assisted Dominion at Detroit’s ballot-counting site from 6:15 a.m. on Nov. 3 to 4 a.m. the next day, before returning later for several more hours on Nov. 4, said in an affidavit [https://beta.documentcloud.org/documents/20404633-dominion-contractor-affidavit] on Nov. 10 that she “witnessed nothing but fraudulent actions take place.”
“I observed numerous employees, city workers, running batches of ballots through the tabulators countless times, without discarding them first,” Carone said Wednesday…about what she observed while working at the center.
Carone said that the tabulating machines would jam two to three times an hour. She explained that the proper way to scan ballots when there’s a paper jam is to reset the count on the machine, or in other words discard the count, and rescan all of them with the jammed paper on top.
“Instead of discarding, they were just rescanning, rescanning, rescanning,” Carone said. “Counting ballots nine to 10 times.”
Carone noted that there were approximately 22 to 24 tabulating machines where she was working, and that she observed the malpractice “thousands of times” while she was at the site.
She explained that ballots were to be tabulated in batches of 50. However, as she observed poll workers scanning ballots more than once, the number of tabulated ballots on some machines reached figures in the hundreds.
Carone alleged that when she alerted her manager Nick Ikonomakis about the issue, he dismissed her concerns.
“I called my manager to a specific tabulating machine and I showed him a number on it that was over 500. They shouldn’t be over 50—ballots come in batches of 50. I said that we have a severe problem here Nick,” Carone explained.
“He [Nick] said, ‘Melissa I don’t want to hear that we have a problem, we are here to assist with IT, we are not here to run their election,’ and at that point I was really frustrated and upset, I could tell what was going on,” she said.
…”It was apparent that he was in on it. When he caught on to me knowing that he was in on it, he just wanted nothing to do with me.”
When questioned why more people haven’t come forward with allegations that they witnessed fraudulent actions at the Detroit ballot-count site, Carone said that her life has been destroyed.
“I’ll tell you why,” she said. “My life has been destroyed because of this. I’ve lost family, I’ve lost friends, I’ve been threatened, my kids have been threatened, I’ve had to move, I’ve had to change my phone number, I’ve had to get rid of social media—nobody wants to come forward. I can’t even get an actual job any more, because Democrats like to ruin your lives. That’s why.”
A second witness, a Republican poll challenger, echoed Carone’s claims, saying she noticed that some workers at Detroit’s TCF Center appeared not to know what to do when ballots were jammed. She asserted that workers in some cases wouldn’t discard the ballots prior to the problem ballot, therefore she saw numbers at 300 to 400 when they were tabulated in batches of 50.
…Judge Timothy Kenny ruled against the plaintiffs on Nov. 13, in a Michigan lawsuit that was asking “the Court to stop the certification process of the Wayne County Board of Canvassers.” He wrote Carone’s “description of the events at the TCF center does not square with any of the other affidavits. … The allegations are simply not credible.”
Dominion has not responded yet to a request from The Epoch Times for comment and declined to appear before a state legislative hearing when requested.

However, a forensic audit report from Allied Security Operations Group released on Monday of Dominion machines and software in Michigan’s Antrim County’s found that the company’s voting system “is intentionally and purposefully designed with inherent errors to create systemic fraud and influence election results.” The audit team said the system is “intentionally” designed to create “an enormously high number of ballot errors.

Analysis of All 3143 U.S. Counties’ Presidential Election Results show Joe Biden over-performs expected values in 72% of counties using Dominion Voting Systems.
An unbiased by-county analysis of 2020 general election results of over 3000 U.S. counties shows large-scale skewing of election results in favor of Joe Biden in counties using Dominion Voting Systems.
Analysis conducted by DataScience and released through BASEDmedia constructed a statistical model to predict relative performance for either candidate based upon U.S. Census county data to 90% accuracy.
This analysis revealed that counties that used Dominion and Hart InterCivic ballot counting devices and software consistently gave a 5% vote advantage to candidate Joe Biden over President Trump. This advantage was observed regardless of the county's majority political party affiliation nor urban, suburban, or rural area demographics.

VII. 2020 Election Voting Machine Irregularities
Large-Scale Voting Machine Inaccuracies
Much has been made about the shadowy genesis of a company called Dominion which provides voting machines and equipment to 28 states.110 According to critics, Dominion’s roots may be traced to an effort by the Venezuelan dictator Hugo Chavez to rig his sham elections.111 Dominion is also alleged to have ties to the Clinton Foundation,112 while the Smartmatic software used in the Dominion machines is alleged to have links to the shadowy anti-Trump globalist financier George Soros.113
The controversy swirling over Dominion and Smartmatic notwithstanding, one of the biggest problems with machine inaccuracies may be traced to a company called Agilis. Nevada election officials in Clark County, a Democrat stronghold in Nevada, used Agilis signature verification machines to check over 130,000 mail-in ballot signatures.
According to a court case filed in the First Judicial District Court in Carson City, the Agilis machines used a “lower image quality than suggested by the manufacturer.” Clark County Election Department officials also lowered the accuracy rate below the manufacturer’s recommendations, making the whole verification process unreliable. 114
In a test run, it was proven that, at the manufacturer’s setting, the Agilis machine already had a high tolerance for inaccuracies—as high as 50% non-matching. In other words, half of the ballots that might be moved through the machine would be impossible to verify; and Clark County officials lowered that threshold even further.115
As a final comment on this case, there is also the broader legal matter that the Agilis machines were used to “entirely replace signature verification by election personnel.” This is contrary to Nevada state law.
As noted in a court case: “In violation of Nevada law, the Clark County Election Department allows the Agilis machine to solely verify 30% of the signatures accompanying the mail-in ballots without ever having humans inspect those signatures.”116
A similar problem has been alleged in a court filing in Arizona with a software known as the Novus 6.0.0.0. In cases where ballots were too damaged or illegible to be read by vote tabulation machines, Novus was used in an attempt to cure or restore the ballots. The system would do so by trying to read the applicable scans of the original rejected ballots. However, as noted in a court case filed by Kelli Ward, Chairwoman of the Arizona Republican Party: “the software was highly inaccurate, and it often flipped the vote.” 117
Inexplicable Vote Switching and Vote Surges In Favor of Biden
As a further complication to the Novus software problem in Arizona referenced above, the software was not only highly inaccurate. ’”118 According to observers, and as an example of inexplicable vote switching, “the software would erroneously prefill ‘Biden’ twice as often as it did ‘Trump.’”118
At least one instance of a large and inexplicable vote switching and vote surge in favor of Joe Biden took place in Antrim County, Michigan – and it is associated with the controversial aforementioned Dominion-Smartmatic voting machine hardware-software combo.119 In this Republican stronghold, 6,000 votes were initially, and incorrectly, counted for Joe Biden. The resulting vote totals were contrary to voter registration and historical patterns and therefore raised eyebrows. When a check was done, it was discovered that the 6,000 votes were actually for Donald J. Trump.
A subsequent forensic audit of the Antrim County vote tabulation found that the Dominion system had an astonishing error rate of 68 percent.120 By way of comparison, the Federal Election Committee requires that election systems must have an error rate no larger than 0.0008 percent.121
Perhaps even more troubling given concerns over hackers and Dominion’s alleged ties to bad foreign actors, the records that would have allowed the detection of remote internet access went missing from the Antrim County system. This was in direct violation of Michigan state law,122 which requires retention of voting records for 22 months -- such information was in place for previous election years, but not this election. At the very least, the results of this audit indicates the need for further investigation of the Dominion system across other states in the country.
In Georgia, there were numerous "glitches" with the Dominion machines where the results would change. The most notable of these changes was a 20,000 vote surge for Biden and 1,000 vote decrease for Trump.123

Installation of Potentially Corrupt Voting Machines
Much has been written about how vulnerabilities in voting machine systems may be exploited by cyber hackers and other bad actors to alter the count of actual ballots. A poster child for this problem is the dramatic malfunction that was observed with Dominion Voting Systems in Antrim, Michigan to the detriment of the count for President Trump.88
In July of 2019, the nonprofit group Fair Fight Action issued a report claiming that another system—Election Securities and Software (ES&S)—has demonstrated “systematic disregard for basic security best practices and a complete lack of competence in the manufacturing of reliable voting machines.” The report also cited “large-scale negligence [that] exposed personal data of millions of voters, left tens of thousands of names off rolls and led to massive delays in vote counts across the country.” Moreover numerous US Senators “have expressed national security concerns after ES&S lied to federal lawmakers, refused to reveal which states were sent critically flawed machines, and vigorously fought attempts to reveal reliability information.”89
Despite such concerns and warnings, Dominion and ES&S were implemented in all six battleground states between 2017 and 2020. For example, in March of 2020, Georgia rushed to install 30,000 new electronic voting machines from Dominion. State evaluators warned that these machines were subject to vulnerabilities.90 Nonetheless, they were installed in all of Georgia’s 159 counties.91
In 2019, Pennsylvania installed Dominion in fourteen of Pennsylvania’s sixty-seven counties, resulting from guidance issued by the Soros puppet Secretary of State Boockvar.92 In 2020, 33 counties in Pennsylvania also installed the ES&S system. These counties included the Democrat strongholds of Philadelphia and Montgomery.93 (Dane and Milwaukee in Wisconsin also use ES&S which were also found to be susceptible to vulnerabilities).94
In March of 2017, the Michigan state government and twenty-two localities likewise awarded Dominion a $31.5 million contract to provide voting machinery statewide. The top-spending local governments included the cities of Detroit ($457,880), Dearborn ($22,975), and Livonia ($65,310) in Democrat-dominated Wayne County.95

MICHIGAN
The largest amount of ballots in question in Michigan stems from inexplicable vote tabulation surges along with alleged voting machine irregularities18 and ballots counted despite lacking voter- registration numbers.
There were also two major questionable “Biden vote spikes” in the early hours of November 4th. At 3:50 AM EST, Michigan added 54,497 additional ballots cast for Joe Biden and just 4,718 votes cast for President Trump.1 At 6:31 AM EST, an update showed an additional 141,258 votes cast for Biden, while President Trump received just 5,968 additional ballots.19

“The system intentionally generates an enormously high number of ballot errors. The electronic ballots are then transferred for adjudication. The intentional errors lead to bulk adjudication of ballots with no oversight, no transparency, and no audit trail. This leads to voter or election fraud. Based on our study, we conclude that The Dominion Voting System should not be used in Michigan. We further conclude that the results of Antrim County should not have been certified,” he added.
Ramsland, a former Reagan administration official who has worked for NASA, and others from the group examined Dominion products in Antrim County earlier this month as part of an ongoing case.
The team inspected and performed forensic duplication on the county’s election management server, which was running Dominion Democracy Suite 5.5.3-002, compact flash cards used by local precincts in their Dominion ImageCast system, USB memory sticks used by Dominion Voter Assist Terminals, and USB memory sticks used for the poll book. They used X-Ways Forensics and other tools including Blackbag-Blacklight Forensic Software, and Virtual Box.
13th Circuit Judge Kevin Elsenheimer approved the forensic examination in Bailey v. Antrim County, which alleges the infamous vote flip county officials reported last month may have not been the result of human error, as officials had alleged.
Elsenheimer earlier Monday agreed to let the report on the examination be published.
Ramsland noted that Antrim County officials first reported on Election Night that Democratic presidential nominee Joe Biden received, out of 12,423 votes, nearly 7,800.
Two days later, they said President Donald Trump actually won the county, receiving nearly 9,800 votes out of over 17,000 cast.
But on Nov. 21, the officials again updated the figures, removing about 1,300 votes from Biden.
Ramsland said the tabulation log for the forensic examination of the server for the county showed 15,676 individual events. Of those, some 68 percent were recorded errors.
“These errors resulted in overall tabulation errors or ballots being sent to adjudication. This high error rates proves the Dominion Voting System is flawed and does not meet state or federal election laws,” he wrote.
“A staggering number of votes required adjudication. This was a 2020 issue not seen in previous election cycles still stored on the server. This is caused by intentional errors in the system. The intentional errors lead to bulk adjudication of ballots with no oversight, no transparency, or audit trail. Our examination of the server logs indicates that this high error rate was incongruent with patterns from previous years. The statement attributing these issues to human error is not consistent with the forensic evaluation, which points more correctly to systemic machine and/or software errors. The systemic errors are intentionally designed to create errors in order to push a high volume of ballots to bulk adjudication,” he added later.
In a separate declaration, Michigan resident Gustavo Delfino said he was involved in a 2004 election in his native Venezuela. He said he witnessed strange events and later found discrepancies involving Smartmactic computers. He said he was alarmed when he learned the technology was being used in the Nov. 3 presidential election and said the pattern of so-called glitches and voting machines being connected to the Internet mirrored what happened in his country nearly two decades ago.
